Anne Dougherty is the Founder and Co-Owner of ILLUME Advising, LLC, an energy strategy and research consultancy focused on the equitable, resilient, and carbon free transformation of energy industry. Anne is a leading voice and practitioner in the industry, known for her pioneering work to understand and center the human dimensions of energy technologies and resources to ensure more equitable and impactful outcomes.

Anne views research, analytics, interdisciplinary collaboration, and stakeholder engagement as critical tools to meet our ambitious energy goals.  Anne’s strategy guidance, research, and thought leadership has shaped critical investment decisions among U.S. energy companies, policy makers, and regulators. Anne has provided expert consulting on public communications strategies, program and service design, process and impact measurement frameworks and best practices, equity, and stakeholder engagement for demand management and distributed energy resource investments.

A lover of people and process, Anne is a sought-after thought-leader, speaker, and stakeholder facilitator. She has delivered multiple keynote addresses, including a lecture at the prestigious American Academy of Arts and Sciences, and opening keynotes at visionary events such as Shades of Green. Anne has also presented on multiple expert panels for governing bodies including the U.S. Department of Energy (DOE), the California Public Utilities Commission (CPUC), NYSERDA, and the Minnesota Department of Commerce.  Anne’s work can be found in academic journals and peer-reviewed industry proceedings. Anne serves on the Executive Committee of the Arizona Technology Council, the Advisory Board of Groundswell Capital (Arizona’s first Greenbank) and is the Chair Elect of the LGBTQ+ Alliance Fund of Southern Arizona, and serves as a Senior Advisor to the Behavior, Energy, and Climate Change Conference. Anne holds a master’s degree in the Social Sciences from the University of Chicago.
